German agent found in Norway

Tonight, I was watching a YouTube channel about mysteries posted online by a vlogger in Japan.
One mystery involved the body of a young lady that turned up in Norway. The lady had several wigs, and passports from various countries; to me, it was clear she was from Germany.
What makes me think this?
The lady in question was heard talking in german in the locality; German is not a natural second language as it is not a widely used language. Outside Germany, the only areas that speak German are Austria, some areas in the USA, parts of Switzerland, France, and Luxembourg.
The most common second languages are either Italian or Spanish.
